All Members Vote - Wait Time for Registration

We have to have some sort of wait time for registration or it will be just too crazy for the mod to keep up with. The idea is to weed out fly-by-night crews or ones that aren't serious from being set up on the board.

im good with 3 wks (21 days) . . of course some of the est crews dont have to do this except for a couple of the new ones i think (TDK, EE, etc . .) . .
