That Pop-Ip Could Possibly Contain A Virus, As Your Computers Internet Isnt Working Properly. If Possible You Can Get Your Computer On,The Only Alternitive I Can Think Of Is Trying To Get Rid Of That Program, Also Scanning Your Computer Thoroughly To Check if Your Computer Actually Has The Virus, And Then Rebooting. This Is Just A Suggestion.

Dont Download That Program, Which Obviously I Know Your Not Going To. So Far We Know You Cant Unistall It By Control Panel...And It Wont Let You?And Your Anti-Virus Isnt Working Either?..I Dont Know What Else To Suggest Except For Removing It Manually From Your Start Up Configuration...Which Ive Never Done But I Know Its Possible...Soory Im Not Much Help If You Dont Understand...Ask A.N. He Will Offer Better Advice.

OK
*Crunches Fingers*
First Off...
If You Can't Get Into Windows Without "Major Issues"
When Your Computer Has Passed Post, Meaning, Passed The Memory Tests And White Jargon In The First 5 Seconds Of Booting Up, Repeatedley Tap F8 To Bring The Boot Menu Up...
Select; "Start In Safe Mode"
Do Not Select; "Start In Safe Mode With Networking"
DO NOT USE SYSTEM RESTORE
Firstly...
Open My Computer, Right Click On The Main Drive (C:\) And Click On The System Restore Tab. Remove All Restore Points.
You Have Done This Because Virii Will Most Likely Use A Restore Point To Restore Themselves.
Then...
Click On Start And Then Run, Type "MSCONFIG" (Without The ") Click On The Last Tab. This Is Your Startup Menu.
From Here You Can Add Or Remove Items From Your Startup.

Boot your computer in safe-mode and run AVG anti-virus and make sure to remove all threats....Thats usually works for me....
But I recently had a bad virus on my computer that took away all my administrative controls.... and I did that as a preliminary step and it cleared out everything....because........................AVG is the BEST!!
